New Version Of The Mame Cheat File

Do you want to cheat in Mame? well, more than the infinite credits of emulation that is, then you’ll be needing this if you are running the latest Mame so let’s see what’s been done shall we?
Removed the OFF options as 0.127u3 now has default OFF options so they are no longer needed. Also a couple of small comment related fixes.
Download from the release thread or below, both downloads are the same file so just go for whichever compressed format you prefer.
